Indurent Park Chippenham is a major industrial park in the South West’s logistics triangle, comprising nine large-scale warehouse units designed for modern warehousing, logistics, and manufacturing operations. Ideally located at junction 17 on the M4 motorway, the 78-acre development provides essential access to the motorway network and the robust and reliable electrical infrastructure that large energy-intensive industrial and commercial operations require; with unit connections ranging from 235kVA to 1,500kVA for the largest operations.

The challenges

Capacity constraints and mid-project demand increases

Initially, the project faced significant electrical load constraints in the area, with connection dates years beyond Indurent’s build programme. Last Mile overcame this issue with a 3MVA solution so that the first units could progress. However, as the project was underway, the size of the units changed, causing the electrical demand to double to 6MVA and necessitating a complete reassessment of the connection strategy.

Limited connection options with high costs

The point of connection (POC) options that the DNO provided for the full 6MVA capacity posed substantial challenges. One option required an extremely long off-site route to a distant substation, with reinforcement costs that would drive up the client’s charges for non-contestable work significantly. The alternative was connecting to the nearest primary substation, but it was located on the opposite side of the M4 motorway.

The solution

Exploring all possibilities with creative solutions

Last Mile first hired specialists to explore whether cables could be installed over the M4 bridge and roundabout at junction 17. Technical assessments determined that the required depth of trenching couldn’t be achieved without compromising the bridge’s structure. Despite exploring creative alternatives, this left only one viable solution: directional drilling beneath the M4 to connect to the POC.

Precision engineering under the motorway

Working collaboratively with National Highways and Lydon Contracting, Last Mile led the complex directional drilling operation beneath the M4. An early-stage borehole report revealed difficult ground conditions that required the teams to use a specialised type of drill.

Throughout the works, Last Mile conducted constant monitoring of motorway movement, with readings taken continuously to ensure the road’s structural integrity. When a combination of adverse weather and negative movement readings meant an increase in the drilling depth from six to eight metres, the team quickly demobilised and remobilised a new drill to meet the necessary timings.

Multi-utility provisioning

Last Mile also designed and built a comprehensive low-pressure gas distribution network alongside creating and connecting a new junction at the connected system entry point. Compared to provisioning the electrical infrastructure, this was a straightforward process for Last Mile’s in-house, expert team.

The results

Innovative infrastructure and simplified delivery

Last Mile successfully designed five substations and the low-pressure gas network, providing the high-capacity infrastructure essential to Indurent Park’s operations. As a multi-utility provider, Last Mile simplified and streamlined the complexity of managing multiple utilities at an already challenging site. The solution of drilling beneath the M4 also overcame what initially appeared to be insurmountable network capacity constraints that would have otherwise delayed the project for many years.

Flexible problem-solving keeps project advancing

Despite the significant mid-project challenges, Last Mile’s adaptive approach and collaborative working relationships with multiple stakeholders ensured the project continues to advance.

This project was completed by UKPS, which was fully integrated into the existing Last Mile group in March 2026. While the company name has been rebranded to Last Mile, the team, expertise, safety and commitment to quality service remain the same.
